"travel far" means just what you suggest, the attenuation of waves in the east is weak, so the waves are felt more strongly at a distance than in the west. Traveling "fast" is more mysterious, maybe she means the seismic velocity is higher, although at best that would be a 10-20% effect, and not noticeable to anyone but a seismologist.
