When you stop and think about it, the answer probably is YES. Here is why. There are 300 million americans living in the US. About 3% of 300 million is 3 million. Between what happeend in Houston last week, all of east Texas, Louisiana, Mississipi that would probably affect roughly about 3 million people. Add to that outrageous gas prices on the east coast (much higher than ours) it is possible that indeed you could get to a solid 3.3%. Just my guess though.
