The P waves at 148 degrees are miniscule compared to the shaking from the same earthquake at closer distances, say less than 90 degrees. Even the surface waves are far stronger at 148 degrees than the P waves at 148 degrees. I have trouble with the 103 degree rings for the same reason. Just don't see any reason they should work.
