If this man would have left the last equation from the prediction it might have been somewhat valid....1000km of the city would have high percentage of hit by chance but with final formula it is almost 90 percent by chance.
One of my biggest problems is using km. Had I used miles (*of which I as a long time US'er am more familiar) I would increase my hit rate. But then km is used by USGS and by most other countries so I may be ethnocentric here...or just undereducated:-)
