OK, now you are talking about a data/observation repository...as opposed to a prediction repository. That might work (in the unlikely event that there are systematic symptoms before large quakes (there may be symptoms before certain quakes)). One problem is that once a couple people report something unusual, many others will chime in....there is not anything unusual going on, but people are noticing things they would not have posted without the previous posts...
