from reading that paper, I'm not sure how it is different from just saying there are more faults in the area, stress has been redistributed, look out for large aftershocks and nearby triggered seismicity. The use the now-obsolete model with a too-small rupture area, most of us think the rupture when further north than the link included in the paper. And Chris is right, strike-slip earthquakes are less of a tsunami threat than thrust events.
