Don, I will try the link again. This area is west of the Izu swarm, known as the Kansai area, more specifically the Kinki region. Anticipated are two 9M+ quakes, one epicenter not too far from the Izu swarm you mention, at approximate latitude 34.68. The other would be near Wakayama City (near the bottom land swarm in the linked map). Though mostly in Japanese, if you click on the same line as "Review" you should find a monthly summary of small quakes going back to January, 1995, the month of the Hanshin quake. About ETS, there is a book in Japanese called "Silent Earthquakes" I read in the summer of 1995. The details I have forgotten.
