Frances has weakened to 115 mph....and there is a huge difference in damage between 115 and 145 mph. The official forecast still give Frances a 10% chance to reintensify to 145 mph or higher. But, the official forecast is for it to maintain its present intensity. In that case, the main expense will be the economic disruptions of evacuations, closures, cancelled tourism....and inland flooding from rain. There is another one forming out in the central Atlantic, forecast to enter the Carribean in a few days as a strong hurricane.
