The goal here is to save as many lives as possible given the resources which are available for doing that. And as the following proposes, there is in my opinion abundant proof that what you are suggesting is a waste of time.

There is a well organized forecasting group connected with the Philippines government which relies on data collected from ground strain monitors which were originally developed in China. Their data are widely available and appeared in at least one issue of Science magazine. I understand that they can clearly show that they are able to reliably detect the approach of something like 45% of their powerful and significant earthquakes. Yet their publications and data are being ignored by scientific community members around the world and especially here in the U.S. who continue to insist that “Earthquakes can’t be predicted.” There are also numerous groups in China which are generating regular forecasts. And their data and technology are also being ignored.

Why should I myself devote some or all of my very limited resources to generating additional publications which are going to be ignored like the ones which the Philippines researchers generated?

The approach that I am using is the correct one given the fact that the main problem is not with a lack of data or proof but a lack of any interest by government officials and people in the scientific community who should be interested.

Detailed information and instructions regarding this technology have already been sent directly to governments, disaster mitigation groups, and scientists around the world. They have not been sent to you because you have said in the past that you are not interested in them. So, any of those people who are interested know where to find my Web site and how to interpret the data stored there.
