Not meaning to burst your bubble, but I think you are going to have to find at least one scientist who has an interest in your program and you personally are going to have to demonstrate to that one person that your program works.

Without your program they are doing pretty darn well on their own, which is quite nice. Besides that, you don't really want anyone in the government working on science do you? They've got their own woes and most of our woes are because they had their hands in the pie. It doesn't sound a like a good idea.
