Are you assuming that they can predict an earthquake, but are not doing so? What are you basing this statement on?

The USGS in conjunction with the University of Berkeley has spent more then a million dollars in crustal deformation sites and mini PBOs for the sole purpose of being able to predict the nest major quake in the Bay Area.
