this is a litigious (sp?) society. If you predict a mag. 7.5 in a particular place and time you adversely affect property values. If my 2.5 million dollar house is suddenly worthless because of your prediction, you can bet you'll be sued for at least 2.5 million plus costs.

Multiply that by thousands of properties and you can see why even governments are leery of making predictions.
