Again, when you are dealing with potentially catastrophic phenomena such as earthquakes I think that the wisest couse of action is not to automatically dismiss things which people have proposed just because they might not sound logical. >"Legal details"? "Very high-powered [anonymous] earthquake forecasting personnel"? This sounds more like a movie thriller than a science experiment.
There appear to be copyright matters etc. involved. And it sounds like the government of his country has certain guidelines for how research is done and discussed. I don't know all the details.
