He thought the pressure put on the land mass as a hurricane or typhoon came to shore could effect pressures on a fault - either shift things so that stress increases in an area, or pressure is released enough to allow the fault to slip. Also there's the matter of an immense low-pressure system possibly having an effect on the immediate area.

Monsoons are more likely to reduce the pressure (aren't they a low pressure system?) - so reduced atmosphereic pressure could have some effect on the area below it and possibly increasing seismicity.

I would have to research the archives to find some specific conversations in this area to be able to be more precise.
