I am still firmly of the opinion that politics, especially politics within the scientific community is the major factor presently holding back the development of effective earthquake forecasting procedures.

In my opinion, earthquake forecasters in China are presently in a position where they can take several major steps forward if they wish. It remains to be seen what will actually happen.
