I know some people who have buried the leads from an Ohm Meter in their backyards and watch the voltage fluctuations.... When the average voltage rises, they consider a quake imminent... It could fluctuate for other reasons though, like differences in water content.

I'm not sure of their specifications - how far the leads are from eachother ...
