Having just purchased a home in the Bay Area, the one area the home inspector's zeroed in on was the water heater. Interestingly even though the house was 12 years old and up to code then, it needed better bracing straps. The inspectors' wrote it up as a defect.
That's one way to have this accomplished without legislation
