Not a bad idea, but this concept could be used beyond earthquakes. Could be used in tornado, hurricane and flood ravaged areas as well. Also could be used in wartime for troops and such. You should pitch the idea to the Red Cross.

One objection though, one might say, what are the costs involved to make several thousand units of these for temporary service, vs. the cost of one huge shelter to hold large groups at once.
