Definitely education is essential. Much as you do here, we can all perform grass-roots efforts. For instance I had a post that scrolled off the page, which I don't think anyone saw. The point was that during the last earthquakes here in Dublin, I was discussing with my 3 year old what to do during an earthquake. When I said, what if you're at pre-school, he said "I don't know". I spoke with the teacher, they only practice once or twice a year. I "suggested" that they do it monthly.
One thing to their credit. When we enrolled, the school suggested a "emergency bag". Each child's parents provided extra food, blanket, clothes, photographs and a short note from the parents in a bag/backpack. Of course we did that right away, and I think that is a great idea for any child who is in a daycare/preschool environment. We are also getting parents together, to spend a Sat going thru the school, to help identify and prep for earthquakes if necessary.
