My understanding is that most lives were lost because buildings fell down. To prevent this, research on the active faults was needed to identify the risk, and then engineering research to rebuild structures. the day to day preparedness might have reduced the fire danger, which I guess killed a lot of trapped people-no hibachis in an earthquake area?
