Remember too that you can pull the trigger of an empty gun as many times as you like and nothing will happen.

That's the problem with triggers; if circumstances are not right, nothing happens. If circumstances ARE right, a quake will happen without the trigger.

So it's only the cases where circumstances are ALMOST right that the trigger works.

And we don't know the circumstances.
