Jim's method is fairly simple. He picks a window 8 days long, usually 1 or 2 days before new or full moon. If perigee is close to syzygy the likelihood increases, particularly for new moons. He also considers height of the tide and number of lost pet ads in various newspapers. And he always makes his predictions for the same areas.
