What about informal predictions - should they be evaluated?

There is also the question of informal forecasts. For example, when I asked Don
several days ago about possible earthquakes off the Coast of California he provided
a listing of about 4 possibilities. On of those was:

30MAR2002 41.3N 125.3W Ml 2.0-3.5 (presumably within 2 days and 35 km)

Should such a forecast be counted even if it was not made officially, it was
part of a posted response to this board.
