Interesting article.

If I understood things correctly...:

The article seemed vague with regards to how the prediction is developed. It seemed to suggest a "slow quake" was happening every 15 months.

I would be more likely to believe that a flaw may exist somewhere before believing that a "slow quake" was happening on a more or less precise periodic basis.

On the flip side the Chandler Wobble, if I recall correctly had a periodicity of around 14 months or so.... Maybe there is some type of linking relationship going here...?
