The time it uses is the moment when you press that Submit button.

I really don't have much control over the servers (oh heck - I don't have ANY control really) - I just get to host the web site over there.

We are going to pay the 'up' charge for a static IP address here at the homefront but the upload speeds are still only 128k - not fast enough to host a web site but fast enough for me to be able to log in from out of town and use the homestead as a testing site.
