Snake oil sales requires some elements of truth in order to work. Has anybody identified them (the truth aspects) in this case?

Some Q's:

What makes them think that others will bite ? Do they know something that others may not?
The money back guarantee may be a statement of confidence rather than a promise of 100% success (kin to "30-day money back guarantee" ~ on a book sale...only a small percentage ask for a refund so business wise it is profitable anyway).
