I completely agree, Michael. In the words of Don, an earthquake either occurs or it doesn't - the probability of the event is either 0 or 1. At our current state of knowledge requiring a probability of occurrence is like requiring a probability that God created the universe. It is something the believer can use to credit his prediction, something the disbeliever can use to discredit it, otherwise a useless number suggesting that a prediction has a strong statistical basis, which most do not. This is one of the ways that is used to keep prediction in the family so to speak - give us a probability (whether it means anything or not) or it's not scientific. In weather, where probabilities are commonly bandied about, they do not mean there is X probability of rain, but rather that X percent of the region will probably see rain. That is certainly not applicable to singular events like earthquakes.
