Because a proton storm impacts the entire world, it seems to me that it would always be possible to find seismicity somewhere in the world to link with it. Until the coincidence can be established as significant and not just fortuitous, your speculation does not seem to be justified--particularly since there is no known physical means through which proton storms could logically trigger seismicity on earth.
