My inclination is to believe that the creep event on August 14 (CFW) is ground
creep associated with the rain storm in the area on August 12. Creep of this
type is often meteorogically induced in saturated soils and has nothing to do with
earthquake - related strains.
The dilational strain change at Garin is probably a readjustment of the meter.
As instruments get older, instrument drift occurs and they need to be
occasionally adjusted to put the readings back on scale.
Of course, the creep event on August 14 did follow the San Simeon evnet
of Ml 3.8 by only a day, so a coincidental relation does exist there. Likewise, the
Garin event begins approximately the same time as a very strong geomagnetic
storm yesterday, and there may be reason to suspect a relation between these
two coincident events, but I suspectthat what you are seeing on these instruments
is caused by more mundane explanations such as I have offered above.
