Michael, I was at a meeting in Beijing several years ago where these criteria were
considered adopted. The meeting was boycotted by the UGSG and lambasted
in the geophysical press afterwards, but did yield some useful results. Since
I was elected general secretary of that U.N. Task force, I suppose I shouldn't
say too much negative about it. Just be aware that it is quite a controversial
topic.
