I just took a look at the attributes I have.

Everything appears to be 644 except the following:

messages directory - 777
wwwboard.pl - 755

I agree that for complex CGI code I'd probably want a standalone development system on my own computer.

I don't think an infinite loop would cause a problem on any properly configured server. I know I've had some code that didn't work too well and getting errors about the code not finishing. Don't recall a loop specifically, but then my most common error is forgetting to put that annoying ";" at the end of nearly every line.
