If that TEC forecast information was in fact based on those NASA and Australia government maps then the person of people who sent me the data must have a fairly good way of processing the maps so that a location as specific as 24 N and 93 E could be obtained.

I wouldn't know. I just pointing out that the map itself could not give such precision. I originally thought it was an extremely good prediction since no quake at that location was found in the NEIC catalog. I also thought the quake was inside the predicted radius.
