I _think_ that what Boyko is trying to say is that if seismologists worldwide were to organize an earthquake prediction competition and if we (meaning those who can predict quakes) succeed in making predictions, that will show that the scholars who were imprisoned in Italy should be exempted from their sentences.

I'm not sure who, but Boyko also seems to be saying that someone claims that the Earth's axis shaking (wobble?) in a period of 1h 24 m 23s that that is the cause of global earthquakes. (again, I think)

For a short time many many moons ago I had to work with Japanese engineers for the products I worked on and I got used to talking short choppy sentence. Boyko I believe is speaking a slavic or related language (Croatian?), though. (I always wanted to learn Russian)

English is actually not an easy language to master, especially coming from certain other languages.
