Logical processes do have their advantages.

I went on a different Internet Server and the file downloaded fine. And I started thinking,

Why would the NASA computer not let my main Internet Server access that file? That makes no sense. U.S. government computers are generally not censoring who does or does not get access to them. Then logic provided an answer though it took a while.

I accessed my main Internet Server using a different computer. And the file downloaded fine.

What is happening is something like this.

I have my primary computer firewall settings at such a high level that the NASA Internet Server would not work with it. The NASA computer might have wanted to install a "cookie" on the computer. And my main computer would not allow that. My backup computer has lower firewall settings. So, the NASA Internet Server let it download the file.
