the theory is good when there is no discrepancies and can predict the future behaviour. If I will say that the weather will be good or not, I will be right in any time, but there is not the prediction power. We are able (using our theory) to predict the time and magnitude (and sometimes the place) of future strong EQs. It is the test of the validity of our measurement and correct interpretation.
