I have no time, and the chart even has an axis that is completely unlabeled. You compute a phase relative to the position in the sky of one body in the solar system, but more thorough people have simply computed the stresses resolved directly on the fault plane, taking account of ocean-loading tides - a much more direct and accurate measure of the forces encouraging or discouraging earthquakes. This line of inquiry is not at all promising. Maybe it was back in the 1960s, before the ocean tides were so well known, and before there were thousands of focal mechanisms in the global earthquake catalogs, but no more.
