Sure it's arbitrary, but any boundary has the same effect. If it's just a circle anything outside the circle scores zero (miss).

You want a smooth curve but that's equally unrealistic because of the uneven distribution of quakes in space. You might have concentrations of quakes that are both distance and direction dependent.

There are no easy answers here, only approximations.
