Hi Penny, that was probably Art Sylvester and the Oak Ridge fault. I've done a lot of work with others in the Channel. What is odd in the area is the lack of quakes the last couple of decades. There were swarms in the 60s and 70s (I did not read that paper; I think it was by Sylvester). The Oak Ridge fault do noubt could have a M7, but is most dangerous to Ventura, because it comes in under Ventura, and Ventura (and Santa Paula, and Fillmore) are built on the very deep sedimentary basin.

At the longitude of Santa Barbara, the South-dipping Oak Ridge fault is somewhat distant, while there are more active North-dipping faults immediately under the coast: The Pitas Point-North Channel-Red Mountain system.
