My reading of the information at his Web site might be inaccurate. But, it looks like he is moving in the direction that the theories I myself have been discussing for years. Tectonic plate movement is responsible for strain buildup in many fault zones. That is accepted by probably most scientists. Forces related to the gravity pulls of the sun and the moon on the Earth actually trigger many earthquakes. I do not believe that that theory has been accepted so far by too many scientists. Boyko looks to me like he is referring to the moon gravity but not yet the gravity of the sun. I am personally quite certain that the sun and moon gravity related earthquake triggering theories I have been discussing for years will eventually be shown to be correct. In fact there are some publications and non published papers available that I believe provide evidence to support those theories. One researcher and author has given me permission to discuss them and store them on my new Web site. But I just have not had time to get them organized on my Earthquake Triggering Web page. There are one or more other earthquake related projects that have higher priorities.
