Should this be the holy grail of precursors or not, I still think that it's very cool to consider. It reminds me of (don't laugh now) a book officially by Arthur C. Clarke. called "Richter Ten." It was ghostwritten by a guy, whose name I don't recall, who came to Clarke after Northridge with the idea. Clarke loved it, the guy wrote it, gave it to Clarke and if I recall correctly, dropped dead of a massive heart attack the day or so after the book came out. It spooked Clarke. It was published about 15 years ago and mine was lent away a dozen or so years back so I can't check. Anyway, the book was set in the future, after we had further destroyed the ozone layer, but what you are describing here is eerily close to some of what I recall about the way that they could predict quakes. So much so that it drew tourists.
Just a curiosity, but thanks for sharing. I can never get tired of things like this.
