We have had that discussion in the past.. about forecasting quakes..

It could end up like Italy where they are being charged with not predicting one.. Something similar did happen with geologists in China.. or so I heard.. when they failed to predict a large quake in the northeast.. after successfully predicting a large quake one year.. China wasn't very nice about it..

Maybe it's safer not to predict at all really.. less chance of getting it wrong.. although, it may have it's consequences too..
