You said that you wanted the signal times. And that is what I sent you.

Here are three data lines from that Datatest.dat file. The first is for the Haiti earthquake. The other two are for EM Signals detected just before the earthquake.

The UTC date and time on each line is either when the earthquake occurred or when the signal was detected.

The other numbers pertain to things like the longitude of the earthquake, the subsolar and sublunar longitudes of the sun and the moon in the sky, the angle between the sun and moon in the sky, or the locations of ocean and Solid Earth Tide crests and troughs at those times.
