24 minutes of warning, weather not too bad in Joplin so I guess that most people could hear the sirens. I think that human nature is an upstream battle---always. I know that I'm married to somebody who loves to go outside and watch thunderstorms--like right overhead. (I keep him insured) I think that lots of folks just can't believe it is really going to happen, and for some folks (men are good at this!) there is a bravado involved. Sad to say, apparently many fatalities took place in a nursing home, where people simply aren't able to take cover. Multiple issues in a tragic loss for so many folks.
