I understand your basic premise that detailed and uncertain predictions, etc. may cause more harm than good. I have degrees in both Sociology and Geology. However, it is difficult to evaluate if methods work when we don't quite know IF they are accurate. Since I am retired, I really don't get into evaluation in any detail right now.

When and if we get a reliable and detailed method of earthquake prediction (sufficient to say a 72 hour window), challenges will be created in deciding what and how to deal with the impacts. We already see this issue in hurricanes, floods, etc. where human populations and infrastructure are at risk.
