I was impressed when viewing photos after the Japan quake (well, for lots of reasons) by the apparent fact that most buildings stood up fairly well to the quake. The major deaths seemed to be due to the tsunami (and you can't really build for that on vulnerable ground.) I absolutely believe that investment in building codes is the best idea. Not, of course, to neglect the science, but almost every scientist I know will support planning and good structures.
