I would not disagree that water weight *could* trigger a quake. I just think it would be similar to the solid earth tides in that if it did trigger it, it was likely to go soon anyway, and the trigger just adjusted the timing a bit.

On the other hand, you do bring up a point about shear stresses. I'm not knowledgeable enough to tackle that one, though.
