Well, the 6.6 lead to a nearby 6.0, and there was also a 6.2 77 km ESE of Tokyo. These were shallow so is upper plate. It seems like the 6s may not be leading to anything directly but that something is going on with stresses in the upper plate: it seems like there is a bit of a cluster of these.
