This is for those of you who don't sit through Mori webcast: Said that early warning system for cell phones did not warn for Tokyo because the system did not predict a high-enough intensity for Tokyo (it underestimated Tokyo shaking intensity). This is because the warning is issued before the whole eventual rupture had broken, the system now uses the point source of the epicenter, which was not as close to Tokyo.

The system was not set up to issue warnings after 100 s from start of rupture: but it ruptured for 200 s.
