They had backup generators and this has been posted here: Brian posted a good summary in the last dxay or 2. The problem was not fuel, the problem (if the reporting was accurate) was that a worker forgot to add fuel. Under the stress of that situation, I would not hold this against the worker. I imagine that there were other failures of generators that were not related to fule, but I do not know that.
