In New York it was a state park. I exaggerate: it was a ticket, but I did take it to court. "Skating" does not go on my record: it is like a parking ticket.
Here in the heartland, fish-kill lake is also public...probably a (small) city park. I'm not too worried about the black helicopters; that was a joke.
